Why we can't take people out of poverty

We often hear politicians talking about lifting people out of poverty or child poverty or something. Governments then give money to the lowest income group to raise them out of povertyy. But what does this do? It raises the average income and with it the poverty line.
Lifting people out of poverty is therefore impossible since the poverty line is defined as being below a certain percentage of the average income. Can't they see that even if everyone was earning over £1million/annum the lowest earners would still be classified as in poverty? (I wonder what the poverty line is in Monaco?)
